Shengl Itelecom - Refund Of Payment Complaint Rating:

I have made a payment to recharge my broadband connection at address- D1-903, Akshar elementa, near bhumkar chowk, wakad, pune, on 28-12-2016. Due to network disconnection the payment of rs 1661/- was deducted from my account but not reflected in shengli telecom id. I had contacted with service provider who told me to contact with my bank which is SBI so I called sbi customer care, after checking all the information my bank told me that the amount was transferred successfully into service provider's account. So I called shengli telecom again to refund the amount but the told you make the payment once again this time, next month we will adjust in your account so simply I made payment once again
Now next month they did not renew my account automatically so I called them once again but they are not ready to listen to me and not allowing me to talk with their finance department. They do not want to refund the money.
I wanted to place a complain.
Please help me with same
