I even face same problem, I was paid via Pay U money on 8th March 2017 for the phone and did not response from seller.
The no. 8369273707,9022399885 – both no is switch off. I mailed him on

But did not get any reply. Then I contacted Pay U money for the same and Keep follow up

You can find the Escalation level - Keep follow up with pay you money.
Also, Call on below number and text him like hell.
8767077568 is working and not answering the calls.
9619597161 – is not give me ans.
After 22 days follow up on 31 March 2017 got a response from Pay you money for refunding my money.
Also search Mumbai Police E mail ID online. " https://mumbaipolice.maharashtra.gov.in/Senior%20Officers.pdf"
Keep 2 -3 E mail id in the mail and defiantly you will get positive response from seller.
I also contacted Seller Courier Partner. - MyPacco Ops
They also presser to Seller for resolve the issue.

If you can find the address from His mobile no that will add benefit to you.
