Booked Flat A-201 in Definer Hi-Life in Bengaluru in April 2014 on Payment of Rs 2 lakh. Builder did not provide proper papers for obtaining home-loan & official permission. On repeated approach, Builder suggested to withdraw. On agreeing, Builder refunded only Rs 1.49 lakh. On queries, it was intimated in April 2015 - 1% cancellation charges & remaining amount already paid to Government as taxes whereas all such taxes have been taken from the next allottee (of the flat) also. It is not true that the Builder has paid (alleged part of the) taxes twice to Govt. Repeated emails seeking refund of the balance amount is not attended - no reply provided after April 2015. I stay in Jabalpur, MAP. Can I file a case in Consumer Forum now - my last refund-request email was in January 2017 ?
